How to kill Modi’s Govt. agenda on Investment, Employment, Ease of doing business & Exports in one go?


Every law is designed to ensure good quality product and services for the citizens of the country where the product is sold. Local governments make laws to take care of these responsibilities based on ground level situation and needs of local society or industry.
Imagine a situation, what will happen if Pakistan will decide what is good for India or Chinese government will decide what is good for India? There are chances Indian laws are different than Pakistani or Chinese laws because these laws are framed by the Government of India to meet our needs.
Examples:
1. Imagine a situation, what will happen if Chinese law force Chinese manufacturers to export products only those products which are made of artificial sweetener because India is diabetics capital of the world? Their inspectors will ensure that you eat less sugar. But will you accept this dictate?
2. Pakistanis will send you a cosmetic or product which they feel is good for you. Their inspectors will evaluate what is good for India as per Indian laws. Once approved by Pakistani inspectors, Indian authorities should not stop those consignments. Will you accept this?
What do you think about these approaches in rulemaking?
You will say illogical and if you are angry you will say idiotic approach. Isn’t it?
Now read the following law:
No person shall, himself or by any person on his behalf export — any mis-branded, sub-standard or spurious pesticide; 
Question is Which authority will decide where it is mis-branded, sub-standard or spurious pesticide; or not?
Let me ask your views if I am exporting to USA or Europe, in this situation-
1. Which law should apply to decide whether the product is misbranded, sub-standard or spurious pesticide – Indian law or law of the country where I am exporting?
2.Who should decide whether this is a misbranded, sub-standard or spurious pesticide, Indian inspector or the authorities of the country where the product will be sold?
3. If I am manufacturing a product as per buyers order and his requirement, and not sold in India. Should Indian authorities decide whether this product is good as per Indian law or not?
4. If I am manufacturing a product as per buyers order and his requirement, and not sold in India. Should Indian authorities or authority of buyer country will decide whether the product is as per their law or not?

The proposed legislation Pesticide Management Bill 2017 planning to stop the exports from India and Indian inspectors will decide what is good for rest of the world.
Today India is a world leader in generic medicines, we have full potential to become world leaders in Chemicals exports, but our law drafting authorities are not keen to lose power. For them, their power is more important than national development.
The best part is there is no one in the government to check these ill-conceived badly drafted law?

I hope Modi government will review all laws to understand why investor are hesitating in investing in India. Tax incentive and online applications has limited role, if day-to-day Inspector Raj is major pain in the neck in ease of doing business. 
Just to know, how many corrupt inspectors are booked till date under "war against corruption"? Any data?
Sometimes I wonder, whether these experts, responsible for drafting these illogical rules, are paid to promote India's economic development or to kill the economic development of India? This must be evaluated.
