Why online stores are allowed to sell defective medical devices?

Virtually every online store is selling medical devices. I was planning to buy one Blood pressure instrument for home. before placing the order I wanted to know how to select a good BP monitoring device for home. When I started looking for good BP devices, I landed at the website of American Heart Association (AHA). 

AHA website clearly indicates that all instruments are not recommended and can give misleading readings. Good and recommended BP monitors list is available at http://www.dableducational.org/sphygmomanometers/devices_2_sbpm.html#ArmTable

When I tried to buy recommended models in India, it was shocking to note that none of the model which is sold in India mainly on website are recommended. It means they are prone to mislead the user and may create health risk. 

Now the bigger question is :
1. Who is monitoring the quality of medical devices sold in open market.

2. Why unfit and misleading monitoring devices are sold in the market?

3. Why there are no quality control for medical devices sold to common public over the counter.

4. Why no agency is monitoring what is sold on the websites.

5. Why there is no law to stop sale of such dangerous and misleading health monitoring devices. 

If America and Europe can make laws to protect their citizens from defective products by stopping their sale in their country, why government of India is not keen to stop the sale of defective products. By India is used as dustbin of the unfit products of the world and Indian as experimental animals for such manufactures and traders. 

Be careful and circulate of all to protect them from defective monitors.
